Thanks to Howard's hint, I found the place. It's hard to tell that a track ever served the building now.
I think the shop building, a very new shop building, would be located just off to the back and slightly left by a few hundred feet.

The first locomotive looks like F7 #9828, built 1951. The second appears to be GP7 #8556 (or so), which was built in 1953. I doubt that the GR&I would have seen brand new locomotives, so this is probably at least the mid-1950s or later. Beyond that, I don't see anything in the photo that could help ...

To me, given the close arrangement of the insulators, I think that was an old telephone arm on the pole, not an interurban trolley pole. But, perhaps there might be a case of co-location, I wouldn't rule it out completely.
