What Diz ? Where Diz ? 2 Parter !

I saw this several years ago and always wished I had taken a picture and 1 day I pass and it was gone... That was over a year ago... I passed the place the other day and it had re-appeared and I did a big U-turn and so here is the subject..

Unless that is an armstrong power-steering wheel, I have to assume it is not street legal, correct?
