Progress Rail is licensed to use 160.740 MHz.
Can anyone in the Muncie area confirm they're
using it?

I'll confirm they use a NS AAR designated "SOUTHERN" channel, I think 54.
They have used it since start up. I had it in my radio and heard them moving around the first engines (Ferromex)
To be honest, there isn't much chatter unless they are doing testing. You will hear a mess of stuff that unless you have been trained as a engineer you won't probably understand.
That or you will hear them call in for lunch break.
